We'll need to cross this bridge sooner or later, so I suggest we do it now.
When Echo grows in population (and, eventually, Sierra), it will need a governing body. The staff is the centerpiece of collapser in that they keep everything running smoothly. A good staff is comprised of honest, hard-working, motivated administrators. I suggest a hierarchical oligarchy style staff for both. With a three tier system, along with player helpers at the bottom, the server will be governed with stability. Meetings should take place weekly or biweekly. These meetings will be chaired by the most senior staff member. (Meetings should follow Robert's Rule since Coll Staff meetings are always chaos, but more on that later). To promote/demote a member of the staff, it must be motioned at a meeting. When attempting to promote or demote a player in the staff, there must be a %66 majority vote (with exception to Archangel).
{Seraphim}
The primary Game masters. They are responsible for the creative direction and maintenance of the server(s). They have all the powers of a "God" GM. No one can be added to this tier.
Because this project is equal parts Riley, Gage, and myself, we will make up this circle.
When voting in new members to the staff, a Seraph has veto power. A Seraph can choose to vote no instead of vetoing. During a demotion vote, Seraphs cannot veto. In the event of urgency, though, Seraphs can do as they see fit (locking, deleting, demoting staff). It would be silly otherwise to wait for a meeting.
They carry thrice the voting power of Saints.
{Archangels}
The secondary GM. These are the guys that hold down the fort when the Seraphs are not around. When controversy arises, they have final say. They have authority over lower tiers as well as the responsibility of maintaining the server performance and playerbase. They are charged with contacting a Seraph if there is server technical issues. In short, they're the elite of the staff. To become an Archangel means a player has the complete trust of every staff member. Archangels can create items, have every ban privilege, and traverse magnanimously.
To be voted into Archangel status, the vote must be unanimous.
They carry twice the voting power of Saints.

{Saints}
The tertiary GM. These staff members are the police of the server. Their main job is dealing with player issues as well as upholding the rules. The playerbase well-being is their primary duty. A saint holds just authority over each and every player, including Tutors. At the same time, they must obey their superiors. In the stead of Seraph and Archangel absence, Saints must ensure the well-being of the server and player-base. They are also charged with contacting a superior in the case of server crashes/bugs. Their commands include TPing to entities, jailing, kicking, any type of banishment, traversing limitedly, etc.
To be voted into Saint status, the vote of the current staff must be a %66 majority.
Saints carry a single vote in this process.

{Tutor}
Not technically a staff member, but they play an important role all the same. They are the bridge between the staff and the players.
